BRIEF PROFILE OF Prof. Rajinder Kumar
An Alumnus of Thapar Institute of Engineering and Technology
(Deemed to be University), Patiala and Delhi Technological University, Delhi (Formerly
Delhi College of Engineering). Having more than 33 years of experience in the
field of Education Planning & Administration in Technical and Higher Education
Institutions.
Prof. Rajinder Kumar started his career in the Technical
Education Department of Government of Haryana in the year 1990 and
continued till his superannuation in the year 2022. During his service period in the said
department he has held various important positions such as Deputy Director, Joint
Director, Joint Secretary (HSBTE) and Principal in the Technical Education Department
Haryana. He is an able academic administrator and has made exceptional contributions in
policy planning, establishment & monitoring of institutions. Apart from this, he has also
worked as Joint Apprenticeship Advisor in the Skill Development and Industrial Training
Department, Government of Haryana.
He has served as a Director, in the All India Council for Technical Education
(AICTE), New Delhi (A Statutory Body under the Ministry of Education, Govt. of
India) where he was the bureau head of Administration Bureau, Academic Bureau, Legal
Cell, NVEQF Cell and the Parliament Cell of AICTE. While discharging his duties as the
Bureau Head of the Legal Cell, he was primarily responsible for handling the litigation
disputes of the Council in the Hon’ble Supreme Court of India, Hon’ble High Court of Delhi
and in other subordinate Courts of Delhi. Further, while discharging his duties as the
Bureau Head of Academic Bureau of AICTE, he was responsible for supervising and
conducting the meetings of ten All India Boards of Studies constituted for the purpose of
advising the executive committee of AICTE on academic matters falling within its area of
concern, such as setting up norms, standards, model curricula, model facilities structure of
courses etc.
Apart from making substantial contribution in the above mentioned
assignments, he also supervised and played an important role in the development of various infrastructure and development projects of the council such as the construction of
the permanent office building of AICTE at New Delhi, AICTE –Central
Regional office building at Bhopal and AICTE office at Kerala.
While working in the State Project Facilitation Unit (SPFU) of the department, he
was the State Project Co-ordinator and was responsible for the implementation of World
Bank Assisted Technical Education Quality Improvement Project-II (TEQIP-II) in the state
universities/institutions. The funding for this project was of Rs. 63.00 crore
(approximately) and the said project was also successfully implemented in the concerned
universities/institutions. As a result of the successful implementation of TEQIP-II Project,
five universities of the State of Haryana were included in the TEQIP-III Project and each of
them were given a grant of 7 crore by the World Bank. Further, he has also assisted the
universities and the institutions of the State of Haryana in obtaining the necessary funding
from AICTE and its concerned agencies. Furthermore, he has also worked as Deputy
Director in the State project implementation Unit of World Bank Project (Technician
Education Project), wherein he handled matters relating to reimbursement of funds, faculty
development, World Bank review meetings etc. It is also noteworthy to mention here that
he was also the Project Impact (SSS) coordinator of Ministry of Electronics & Information
Technology, Government of India project at Government Polytechnic Nilokheri, District
Karnal, Haryana. This project was implemented successfully and the above-mentioned
institute was rated among the top performing institutions in the country at that time.
Apart from this, he also served as the founding Registrar of Indian
Institute of Information Technology Sonepat, Haryana (An Institution of National
Importance, Ministry of Education, Govt. of India).
Upon his superannuation from Government of Haryana, in May 2022, he
joined as the Registrar of Maharishi Markandeshwar (Deemed to be University), Mullana.
